Taiwan Amends Power Supply Regulations

The Bureau of Standards, Metrology and Inspection (BSMI) of Chinese Taipei has proposed amendments to legal inspection requirements for three categories of power supply equipment: uninterruptible power supplies (UPS), static converters, and other switch mode power supplies. These changes aim to enhance product safety, align with current international standards, and provide alternative compliance pathways for business operators.

What Is Being Regulated:
The proposed amendments cover three product items:
Uninterruptible power supplies (UPS): Products with an output current not exceeding 400A, excluding those for medical devices or telecommunications terminal equipment. Applicable HS Codes: 8504.40.92.00.6, 8504.40.93.00.5.
Static converters for automatic data processing machines and units thereof, and telecommunication apparatus: Adapters converting AC to DC, excluding those for HI-END audio, medical devices, or telecommunications terminal equipment. Applicable HS Code: 8504.40.20.00.3A.
Other switch mode power supplies: Adapters converting AC to DC, excluding those for HI-END audio, medical devices, or telecommunications terminal equipment. Applicable HS Code: 8504.40.91.00.7A.
Key Requirements & Technical Changes:
Updated Standards for UPS: The applicable inspection standards for UPS are updated to CNS 14757-2 (2019) and CNS 62040-1 (2022), alongside CNS 15663 (2013) Section 5. Pre-amendment standards will cease to apply from 1 July 2027.
No Substantive Change for Static Converters: These are included due to product regrouping. Requirements remain CNS 15936 (2016), CNS 15598-1 (2020), and CNS 15663 (2013) Section 5.
Alternative Standards for Other Switch Mode Power Supplies: In addition to CNS 15936 (2016) and CNS 15598-1 (2020), business operators may now use CNS 61558-1 (2026) and CNS 61558-2-16 (2025) as alternative inspection standards. CNS 15663 (2013) Section 5 also applies.
Conformity Assessment: The Registration of Product Certification (RPC Scheme – Modules II+III) or Type-approved Batch Inspection (TABI Scheme) are required.
Restricted Substances Marking: Products must indicate the presence of restricted substances (Pb, Cd, Hg, Cr+6, PBB, PBDE) per CNS 15663 (2013) Section 5 on the product body, packaging, labels, or instructions. Webpage URLs are acceptable for providing this information.
Commodity Inspection Mark: The mark must include a graphic symbol with an identification number. This number will consist of a Roman letter, a five-digit code, and an indication of restricted substance presence (e.g., "RoHS" or "RoHS(XX,XX)"). The mark must be clear, legible, permanent, and appropriately proportioned.
Transitional Period: Existing certificates for Items 1 and 3 issued under pre-amendment standards remain valid until expiry. New applications or extensions submitted before 1 July 2027 may still follow pre-amendment standards for a three-year validity. Applications on or after 1 July 2027 must comply with the revised standards.
