EU Digital Product Passport Registry: G/TBT/N/EU/1211
Overview
The European Union has notified a proposal for a Commission Implementing Regulation (G/TBT/N/EU/1211) establishing the operational framework for the Digital Product Passport (DPP) Registry. This initiative, part of the broader Ecodesign for Sustainable Products Regulation (ESPR), aims to streamline access to digital information regarding products' sustainability, circularity, and legal compliance for all economic operators and value chain actors.
Key Details
- Country / Notifying Member: European Union
- Document Symbol: G/TBT/N/EU/1211
- Notification Date: 2026-05-21
- Comment Deadline: 15 June 2026
- Expected Entry into Force: 19 July 2026
- Objective: To lay down the implementation arrangements for the Digital Product Passport Registry, establishing its components, user roles, obligations, and ensuring accountability for data related to product sustainability and compliance.
What Is Being Regulated
This regulation concerns the technical and operational arrangements for the Digital Product Passport Registry, which will store unique identifiers and product information. It applies to products covered by delegated acts under Regulation (EU) 2024/1781 (Ecodesign for Sustainable Products Regulation). Specifically mentioned product categories that will use this registry include:
- Batteries (under Regulation (EU) 2023/1542)
- Construction products (under Regulation (EU) 2024/3110)
- Toys (under Regulation (EU) 2025/2509)
- Detergents (under Regulation (EU) 2026/405)
The registry will also store commodity codes of products intended for release for free circulation, although no specific HS codes are provided in this document.
Key Requirements & Technical Changes
- Registry Components: The registry will comprise a secure user interface website, an Application Programming Interface (API) for registering DPPs, a verification platform for users, an identification and authorisation scheme, a schema for unique registration identifiers, storage for
commodity codes, a semantic repository for data meaning and interoperability, a log system, and a reference list of DPP service providers. - Economic Operator Verification: All economic operators placing products on the market or putting them into service, and other value chain actors (e.g., digital product passport service providers, authorised representatives, repairers, refurbishers, remanufacturers, recyclers) who update DPP data, must undergo a verification process.
- Identity Proof:

- For natural persons (sole traders) established in the Union:
- Verified Status: Upon completion of the verification process, economic operators are considered 'verified economic operators', authorised to create user profiles, manage access rights for additional users, register new digital product passports, and modify existing registrations. This 'verified' status is valid for up to 3 years or until electronic identification means expire, after which a new verification process is required.
- Accountability and Data Management: Verified economic operators and value chain actors must maintain accurate, complete, and up-to-date records, including any changes to legal representatives, and manage the electronic identity verification process within the registry.
- Access for Authorities: Competent national authorities and customs authorities will have access to the registry for carrying out their duties. Each Member State will designate a single national administrator to manage and oversee access rights.
- Log System: A log system will record and monitor all operations and interactions carried out in the registry to ensure accountability for all users.
